Affordable and Fair Housing Resource Center

Welcome to Sussex County's Affordable and Fair Housing Resource Center! It is the policy of Sussex County to comply with the Fair Housing Act, as amended, and the Delaware Fair Housing Act by ensuring that its officials, agents, and employees will not discriminate in any aspect of housing based on the following protected classes: race, color, religion, national origin, handicap/disability, familial status, sex, creed, marital status, age, sexual orientation, gender identity, or source of income.

Neighborhood Stabilization Program 2

The Neighborhood Stabilization Program II (NSP 2) was created as part of the American Recovery and Reinvestment Act (ARRA) of 2009. The Delaware State Housing Authority was awarded $10,007,109 in NSP 2 funding through the U.S. Department of Housing and Urban Development. DSHA then allocated the funding to four different jurisdictions. Sussex County received $939,204.

The primary goal of Sussex County's NSP 2 is to continue working to stabilize neighborhoods and communities that have been negatively affected by the consequences of foreclosure.

Sussex County Rental Program

The Sussex County Rental Program (SCRP), originally created and approved in 2008, underwent a significant revision and expansion in 2022.  The program seeks to incentivize housing developers to incorporate affordable rental units in their projects, specifically in the Coastal Area.  The rental rates under the SCRP are designed to be affordable to individuals and households that are working as emergency responders, teachers, healthcare providers, and in the service industry.

The housing staff and I are committed to providing decent, safe, and affordable housing opportunities to people of low and moderate incomes in Sussex County. We work closely with federal and state agencies, as well as local municipalities to meet our goals of preserving Sussex County’s housing stock and promoting fair and affordable housing.
