Captain's Grant community requests annexation into Oak Orchard sewer district

Georgetown, Del., Oct. 2, 2007: Residents and property owners of the Captain’s Grant community east of Millsboro, initially removed from a planned sewer district expansion earlier this year, may get a second chance for the service.

Community members and the Captain’s Grant Homeowners Association have requested annexation into the Oak Orchard Sanitary Sewer District. The community is located north of Oak Orchard Road, near Oak Orchard.

A public hearing on the proposed expansion will be held at the Indian River Fire Company, 32628 Oak Orchard Road, at 7 p.m. Thursday, Oct. 11, 2007.

In May, Sussex County Council extended the boundaries of the Oak Orchard Sanitary Sewer District to include neighboring communities, after the Sussex County Engineering Department received letters of interest from area residents and local homeowners associations. The Captain’s Grant subdivision, however, was excluded from the boundaries, based on Engineering’s recommendation and initial feedback from some homeowners.

Since that time, the County has received a petition from homeowners requesting to be included in the service area. The Captain’s Grant Homeowners Association also has provided a new letter requesting the community now be included in the expansion, said John J. Ashman, director of Sussex County’s Utility Planning office.

All interested persons, officials, residents, voters, taxpayers, property owners, or corporations in any way affected by this boundary extension are welcome to attend the Oct. 11 public hearing. There will be an opportunity for questions and answers. Sussex County Council will make the final decision on the boundary extension, which it must do, by law, before Oct. 25.
