Matt Lloyd serves as the 1st district councilman on the five-member Sussex County Council, representing the southwestern portions of Sussex County, including the Bethel, Blades, Delmar, Gumboro, Laurel, and Seaford areas. A political newcomer elected in 2024, Mr. Lloyd is a proud U.S. Air Force veteran. After graduating high school, he enlisted and spent his entire military career in Special Operations as a combat controller (CCT), completing multiple deployments to the Middle East, including service on the Crisis Response Force. A native of the Laurel area, the middle of 14 children, agriculture and public service are deep within his family’s roots, following in the footsteps of his grandfather, Woodrow “Woody” Phillips, a farmer, and his uncle, Vance C. Phillips, who served on County Council for 16 years. Wanting to continue that legacy, aside from running for County Council, Mr. Lloyd purchased his family’s farm west of Laurel, where he raises livestock and sharecrops with family and friends, as well as manages his portfolio of rental properties. Outside of his professional and political interests, Mr. Lloyd is president of Southern Delaware Toastmasters, working to cultivate public speaking and leadership skills among the next generation. Mr. Lloyd considers better managed land use, smaller, more efficient government, and fiscal responsibility among his top priorities while serving on Council.
